I was assuming that you are building GNU APL from source under cygwin
like so:

*./configure**
**make**
**sudo make install**
*
In that case preferences is created from preferences.in by ./configure,

The files on the GNU mirrors are usually somewhat out of date because
they are only
updated with new GNU APL releases. Please fetch from *SVN* or *git* instead.
You can also find the preferences file (with all preferences set to
their defaults)
