autoconf 2.52f testsuite problem with non-GNU makes

Hi,

I just tested autoconf 2.52f on my Tru64 v5.1 workstation and found
that some non-GNU makes cannot generate the `testsuite' (at least
Tru64 v5.1 and NetBSD v1.5) :

No suffix list.
Making check in .
No suffix list.
[...]
Making check in tests
No suffix list.
make  check-local
No suffix list.
Make: Don't know how to make ./testsuite.  Stop.

Here follow a small patch to correct this small problem ...
