Build error when --with-lispdir given

When passing --with-lispdir during configuring there is no value for EMACS
and the lisp files cannot be compiled.  The documentation for
AM_PATH_LISPDIR explicitly says that it does not probe for emacs if
--with-lispdir is given, so if you need to run emacs you have to probe for
it yourself.
