Well, indeed, someone did it for you, but it is none of the Autotools
(BTW, give a try to autoreconf some time, it works quite well.
Unfortunately it doesn't know about Gettext 0.11 yet, but it is
planed). (And acconfig.h is an input of autoheader, it has never
created it).

Maybe it's coming from your packages (some packagers, such as Debian,
wrap the Autotools and do things we don't).
