error: linux/raw.h present but unusable

Hi there,

on my Gentoo-box I get the following error when emerging kdebase:

linux/raw.h seems to be located at

/usr/src/linux-2.4.20-gentoo-r9/include/linux/raw.h

The compile later ends with an error message

No idea if the two are related.
