Yes, that seems to match the Microsoft nmake documentation. I guess
Microsoft nmake is unsuitable for makefiles currently generated by
Autoconf. However, I suspect the ${var} problem is only the tip of
the iceberg here; Microsoft didn't intend for its nmake to be
compatible with POSIX make (or with Lucent nmake, for that matter).
