Reference to the Autoconf Macro Archive in documentation

I'd like to make a change request and report a minor problem
for the "Introduction" section of Autoconf's manual. The
very end of the page says:

Curiously enough, while trying to report this change I found
another problem: Link (2) -- the one to bugs.gnu.org -- does
not work. ;-)
