please help me to rectivy the bug in compiling.

I am getting following kind of WARNING/error while configuring MPB
--with-hdf5.  Please help me to rectify it.
The ctl.h is in /usr/include but it could not be found. The error says
that: accepted by the compliler and rejected by the preprocessor!
