Thanks for your very quick and very helpful response.  I am building
Automake 1.9.6, but I'm building it after Autoconf 2.59 since the
documentation says automake depends on autoconf.  Apparently, when I'm
running "gmake check", the old automake 1.4 is still being used.  When
I made sure autoconf 2.59 was in my PATH and ran the test manually, it
passed, so it looks like your guess is correct.

Perhaps I need to build automake 1.9.6 first (but then maybe it would
have problems with the ancient version of autoconf 2.13).  Or maybe I
need to rerun configure after "gmake install" for autoconf but before
I run the tests via "gmake check" (the directory where autoconf 2.59
was installed was in my PATH, so I thought that version would be used
for the tests but perhaps configure found the old version and used that).

Or I could just ignore the test failure, knowing that it is spurious
and does not indicate a problem with autoconf.
