Thanks for the bug report.  Please read
  info Autoconf "Present But Cannot Be Compiled"

and then show that to the maintainer of the konserve package, who can
fix this in his package.

> ./configure: line 31566: KDE_CHECK_NEWLIBS: command not found

This is an independent error: when autoconf was run, not all macros were
in place.  Probably someone has forgotten to run aclocal with the right
options to find the macro KDE_CHECK_NEWLIBS before running autoconf.
I cannot say more though, as I don't know the konserve package.
