With my limited experience with gentoo, I haven't been able to
understand which package you're compiling when you get this.
But you should be looking at the respective error messages in the
config.log file that correspond to the above, and read this:
http://www.gnu.org/software/autoconf/manual/html_node/Present-But-Cannot-Be-Compiled.html
and point both to the maintainer of the package, who can then fix it in
his/her configure.ac.
