The file does not contain "viewable" data, just a GPG signature.
Downloading it, for example using wget, should work.  Then when you have
both files, the .sig and the tarball, you can verify the signature with
  gpg --verify autoconf-2.60.tar.gz.sig

(you may have to import Paul's public key from a keyserver first).
