This version is so old that it is no longer supported on this list.  You
are correct that you should retry with autoconf 2.65.

For what it's worth, my quick glance shows that most (all?) of your
failures are probably due to using a newer m4 (with differences in line
numbering during error message output) than what existed at the time of
autoconf 2.54; newer autoconf is more tolerant of both m4 error styles.
