I'm not sure I understand.  The semantics are that OTHER-LIBRARIES are
libraries needed by the library in SEARCH_LIBS.  If no such library is
needed, why would that not-existing library need OTHER-LIBRARIES to
link?  That doesn't make sense to me.

Maybe it helps if you explain (with an example?) why this would be
helpful for you, maybe we can then show another way to solve this.

This is short enough to not warrant a copyright assignment (but if it
did, you would need to sign a piece of paper, the FSF does not accept
emails as legal documents).
