Details:

With autoconf-2.67b, two automake-1.16.2 tests t/autohdr4.sh and
t/autohdr-subdir-pr12495.sh ] now fail (previously, automake had no failures
and old autoconf had the proverbial shedload, now autoconf has no failures.

System is linux x86_64, a variation of linuxfromscratch.

Unsure if this belongs with autoconf or automake, so initially reporting to
autoconf as requested in the release announcement.
