Details:

Adds an exclude option to autoreconf to skip some steps. Patch file is lacking
contextual information.

> Do file a bug so this doesn’t get lost, but don't spend too much time on
researching it.  I’m not sure we want the new feature that it adds;
autoreconf is supposed to be smart enough to know when each tool should or
shouldn’t be run, and not need this kind of override.  We’d want to know
why that’s infeasible.  If we did decide to take the patch, we would want
more documentation.  In any case, new features should wait for after 2.70.
