AM_PATH_LISPDIR and dist_lisp_DATA when emacs is not installed breaks

In earlier versions, when emacs wasn't found, elisp files were not
installed at all.  Using latest CVS, they are written into /.

(Hopefully the error is genuine, but it might be caused by a bad
automake CVS installation.  Mixing autoconf/automake/libtool releases
on a system appear to be somewhat unreliable.)
