texinfo version required by automake 1.9?

Hi,

another *_TEXINFOS/automake-1.9 related problem:

Generating pdf files from *.texi/*.info files with automake-1.9
generated Makefiles fails with the texinfo/tetex versions (4.1 rsp.
1.0.7) shipped with RH-7.3.

Seemingly these versions are too old rsp. too broken to be applicable
for automake-1.9 Makefiles.

Comments in texibuild.am seem to indicate automake to require
texinfo > 4.1:
...
## Do not use `-o' unless necessary: it is only supported since Texinfo
4.1.
...

Is this comment is really true?

Why doesn't automake check for the minimum required version, rsp. a
functional texinfo implementation? IMO, it should.
