Well, are the derived sources portable, i.e., not depending on the
system on which they are created? Is it useful to be able to build
a package tarball without having Vala installed? Also, do the derived
sources vary heavily (and incompatibly) between Vala versions they were
created from, to the extent that it is not useful to set a fixed Vala
version by the package creator?

Automake ships derived sources for tools that are not expected to be
installed on the system used for compiling from a tarball. The question
boils down to whether this is a desirable and/or viable goal.

Thanks,
Ralf
