Use of ~ expansion

Would it be possible to have the equivalent of HOSTFILE but for tilda
expansion ?

We have a huge number of uses on our systems but I only ever want ~
completion for a small set that I could predefine in a text file.

Tilda expansion currently takes ages on our system.
