When one goes to downloaf [<--cute spelling error, I'll leave it] new
bash from ftp://ftp.gnu.org/pub/gnu/bash/ one does not see the patches
or have a patched version waiting for one's convenience. The only way
to know about or get the patches is to poke about this newsgroup.
