FAQ, question E4.  This works for bash:
read val3 < <(echo "$val3" | urlencode)
This works for any sh:
val3="`echo "$val3" | urlencode | head -1`"
So does this:
echo "$val3" | urlencode | (read val3; do_something_with "$val3")
