command echo problem

I have a very strange problem if bash run in the
background WITHOUT a terminal: after receiving a
command, bash echoes the command back, then sends its
output.
When I send the string "type type\n" to bash, I expect
to read "type is a shell builtin". Instead, I get
"type type\ntype is a shell builtin".
This happens to all comands but only if bash is
running without a terminal (eg run through rexec or
ssh).
Is this a bug or a feature? sh,ksh does not have this
problem.
Is there any way to turn this off? On some linux
systems bash is the only shell, so this is a somewhat
pressing problem.
