bash UTF-8 command line editing

(Debian Woody bundled version)

When using a UTF-8 locale, and most other tools seem to be functioning
correctly (indicating no misconfiguration), bash will display UTF-8
characters as they are typed, but backspace and cursoring become
misplaced because of the string length versus symbol length differences.
