The C-xC-e key binding was added in bash-2.05b (picked up from ksh93).
Before that, there was no default binding for that key sequence. It
never had anything to do with $FCEDIT. The emacs-mode C-xC-e was
added as the direct analog of the vi-mode `v' command-mode binding,
and, in fact, uses most of the same code.
