.bashrc not being executed

Hi all,
I've set up bash in a chroot jail. When I log into the jail as a user, the
.bashrc file for that user is not kicked off on login. I'm running Debian 3.0.
I log into the jail via the following line in a shell script:
sudo /usr/local/bin/chroot /chroot /bin/su - $USER
Can anyone help shed some light on how to be .bashrc to be executed on login?
