How can a file inherit file permissions from parent directory at file creation?

Hi!

I think I need some way to get files that are created
to automatically inherit the file permission of the
parent directory. Is that possible? Using umask (which
is a bash built in command, right?) I can only
accomplish the same permission throughout the whole
filesystem, i e not inheriting the parent directories
file permissions.
