Chet, you wrote:

I get [the message "no such file or directory"] when using the
/bin/bash shipped by Red Hat with the same kernel version you're
using on RH 8.0. When I build a version of bash-2.05b myself on the
same system, the error message is "Permission Denied". I don't know
how Red Hat built /bin/bash, but I advise you to build your own copy
if this issue is important to you.

Would a "rpmbuild --rebuild ..." be sufficient or do I need to change
the configuration options and patches?

I don't know; I always rebuild from source. No bash-2.05b patches
affect this behavior.
