Sourcing post-login script after all dotfiles have been processed

I have seen numerous use-cases for this, therefore this feature request.

My use case is very simple, I want to append something to $PS1 on
administrator level for every user and it shouldn't be override-able.

Current workaround is to source /etc/bash/postlogin at every .bashrc,
but that's manual work and users can still delete the entry.
