echo '-e' doesn't work as expected, or does it?

Hi! Short question this time..

$ echo '-e'
does not print -e

$ echo '-e '
does print -e .

Is this the way as it ought to be? GNU bash, Version 4.1.5(1)-release (Debian 
stable)
