Yes. The description of the [[ command says
When used with [[, the < and > operators sort lexicographically
using the current locale.
The description that appears in the `CONDITIONAL EXPRESSIONS' section says:
When used with [[, the < and > operators sort lexicographically
using the current locale. The test command sorts using ASCII
ordering.
