I semi-offered this, but it's not sufficient: the request is for something
that is not optional, enabled by default, not configurable, and with a
fixed file name.

In this case, the vendor is the insurmountable obstacle.  The issue came
up because the HPC folks want a mechanism that isn't easily configurable,
so vendors aren't likely to change it, but enabled by default in the way
they want it, so they don't have to change what the vendor will presumably
provide.

It's important enough to want to change globally, but not important enough
to be one of the vendor selection criteria.
