It's a more-or-less vanilla Fedora 23 system (4.2.3-300.fc23.x86_64). Yes,
the sticky bit is set on /var/tmp, as I imagine it is on every Fedora 23
instance.

Since this isn't a bash bug, I'm going to bow out of the discussion.
