[Bug binutils/182] New: cvs does not provide just binutils on an update

After checking out just binutils from cvs, it is extremely desirable to only
update what has been checked out.  When you cd into the src directory that was
checked out and do a cvs up, however, other items in cvs are pulled out.  This
includes such things as gdb, sid, sim, tcl, etc.
