[Bug binutils/249] New: dlltool's .DEF format not documented in the manual

The .DEF format probably should be documented in the manual.  The 
documentation is already in the dlltool.c source code, but its not nearly as 
useful for users there as in the manual.  The only other publically availible 
documentation for the format is in the MSVC manual.

I will do this eventually (if noone else does first), but I'd like to not 
forget about it before then.
