[Bug binutils/841] New: mips64-elf-readelf was crashed by EABI64 binary.

mips64-elf-readelf was crashed in case you use it with --debug=frames option 
and the EABI64 formatted elf32 binary.

The function display_debug_frames detects offset_size as 4. But EABI64/DWARF2 
needs offset_size as 8.
