[Bug binutils/6789] (cygwin) objcopy converts PE to invalid ELF

$ ..\..\Tools\objcopy -O elf32-i386 init.exe init.elf
BFD: init.elf: warning: allocated section `.text' not in segment
BFD: init.elf: warning: allocated section `.data' not in segment
BFD: init.elf: warning: allocated section `.idata' not in segment

The behaviour of objcopy is still unchanged. The conversion fails with all PE 
executables I tested (including objcopy.exe itself).
