[Bug binutils/11298] New: typos in windmc and windres manpages

[peb at mppmu dot mpg dot de]

The SYNOPSIS for windmc is missing and erroneously placed into the windres
manpage.  Moreover the windmc manpage refers to ANSI instead of ASCII.

Fixed by the attached patch.
