It already says it:

`--only-keep-debug'
     Strip a file, removing contents of any sections that would not be
                   ^^^^^^^^^^^^^^^^^
     stripped by `--strip-debug' and leaving the debugging sections
     intact.  In ELF files, this preserves all note sections in the
     output.
