Hmm, but that breaks the case where the symbol is still referenced from the
linker plugin provided input

extern void foobar (void);
int
main (int argc, char **argv)
{
  if (!__builtin_constant_p (argc))
    foobar ();
  return 0;
}

add void foobar () {} to t2.c to make the link succeed.
