I don't think so.
Debian's binutils 2.25-7 seems to just add (in branch-updates.diff) the updates
from the binutils-2.25 branch like this:
git diff 15a2e5b3fab5543c499a58783d9562c0c973fc1f

exclude bfd/{configure{,.ac},Makefile.{am,in}}

which includes this diff:
