A testcase:

gcc  -fno-asynchronous-unwind-tables -g -O   -c -o bar.o bar.c
./objcopy --strip-unneeded  bar.o x.o
readelf -s -r x.o

There are no relocations in this file.

Symbol table '.symtab' contains 6 entries:
