[Bug binutils/19900] runtest fails after make

As of version 2.26.51.20160413, ld still fails tests, gdb still fails
significant amounts of tests, gold passes, libiberty passes, gas passes
(snickers), binutils passes with one unsupported test, and no version of isl
can not be found outside of adding to in-branch isl source folder (including
depreciated v0.14 which Ubuntu has in its repositories).
