Since 32-bit userspace isn't supported for powerpc64le it doesn't make much
sense to enable 32-bit support in binutils by default.

grub2 is special.  It needs a toolchain that supports powerpc big-endian, which
means you actually require a cross-toolchain.  While it is possible to build
binutils and gcc to support both native ppc64le and big-endian ppc64/ppc32 I
don't believe we should do that by default.
