Overlay BSS sections working

Thank you for this fix. I had a chance to try it out today and yes, this fixes
both the original testcase as well as allowing the functionality we require
co-exist. Attaching additional testcase here with the additional functionality
tested with the last PR which still works.

Not sure what's the process of getting from RESOLVED to CLOSED here but as far
as I can tell this is a successfully verified fix.
