    Don't make symbols dynamic other than undef weak

    Fixes: tmpdir/pr14525: symbol lookup error: tmpdir/pr14525: undefined
    symbol: __executable_start

        * elf32-hppa.c (ensure_undef_weak_dynamic): New function.
