I certainly agree that treating immediate arguments to branch/jump instructions
as absolute is consistent with the handling of labels.

It seems that at least in the case of Mips, this behaviour is inconsistent
between the LLVM MC assembler and GNU as.

The desired behaviour should certainly be documented somewhere (in GCC docs or
RISC-V documentation).
