A PIE flag is added by ld to the dynamic flags when generating a
position-independent executable:
...
$ gcc hello.c -fPIE -pie
$ readelf -d a.out | grep FLAGS
 0x000000006ffffffb (FLAGS_1)            Flags: PIE
$
...

But not by gold:
...
$ gcc hello.c -fPIE -pie -fuse-ld=gold
$ readelf -d a.out | grep FLAGS
$
...
