Is it possible to back port Nick's patch to 2.34?

Although, if Nick's patch were backported to 2.34, would the downloads at
https://ftp.gnu.org/gnu/binutils/ be updated? Most folks building release
versions will use those downloads rather than the git repo. If not, DXVK folks
experiencing the original problem would just have to use a patched build until
then.
