It looks like BFD and LLD disagree about which aarch64 emulation targets to set
relro program headers for.  For the Linux kernel, we'd like to explicitly
disable relro, regardless of target emulation mode (The kernel tries to use
-maarch64elf, but will fall back to -maarch64linux), and linker.

I can understand warning if `-z relro` (enabling) was set, but unsupported. But
warning on `-z norelro` (disabling) feels like a papercut.
